It is posable to build a smaller "Dog Park", but I really don't see how. This "Park" barely looks 500 square feet.
Ft Lee has so many large, open areas which they could have built (what's to build? You fence off an area and done) with both sun and shade areas.
Things to consider when selecting a location for a dog park. Twice the distance a real person can through a ball. Wide enough that three dogs can play fetch without interfering with each other. And finally, maybe a couple fence lines with trees and shrubs that you can walk around with your dog.
