First, there's no reason why this school shouldn't be a top-tier school for Page County...but, the dysfunction starts at the top, and works its way down...this school has literally had 6 (7?) different principals over the last few years...not good. For this, I blame the school board and Superintendent of schools...no excuses for this...second, because the school's leadership is a "revolving door", so too is the staff. In any given year, generally the school has to replace roughly 30 to 50 percent of its staff...therefore, the school is constantly having to rely on provisionally licensed staff, or new teachers from JMU/Bridgewater, et al; and this of course is a major reason why the school does not meet state accreditation requirements...
